Arkas had arrived in the capital not a week ago. The end of the King was near. And Lord Rykker had retired. But the old Hand's small council hadn't. Over the last few days, Arkas had taken personal consideration, facing every single member by himself.
Some had agreed with the new Hand.
Some hadn't.
Some were still on the small council.
Some weren't.
Replacing the Master of Laws was a task that could produce controversy. The holder of the office had expressed different opinions. In order to back them up, to help the man prove a point, Arkas had given him leave to find a solution in the archives of the Citadel. Some said the structure extended below ground as deep as the Hightower stretched toward the sky.
Godspeed.
But simply replacing the position with a noble from the Stormlands would have made it seem like a grasp for power - while it was - perception was also an important detail. He'd bring in a young face. A man from a noble house with a reputation as loyal servants of the realm.
For a few days, he had pondered on whom to rely. While an old comrade from the Dornish border had perished due to sickness some years ago, he had raised a proper son.
Thus the letter had been written.
To the Lord of Horn Hill.
Lord William, as you'll remember from the stories of your father, I served with him on the Dornish border. The Marcher Lords know like few others the need for stability and vigilance toward possible dangers that might befall the realm.
His Grace is struggling to recover.
In these days, it is of utmost importance to see to the upholding of the King's peace, bringing the King's justice to all those that would defy it.
Send out two ranging parties to secure the entrance to the Dornish border, both the Prince's Pass and the Boneway. Dorne is a valued member of the Seven Kingdoms and under the King's protection, I urge you to send collected men. But you'll know from your father's teachings: It is better to be safe than sorry.
Further - if you so desire it - I would name you the Master of Law and invite you to sit upon the King's small council. If you come to the capital, raise two-hundred men in order to spread Tarly discipline among the city watch.
After you've seen to the stability of the border, I'll expect you in the capital.
